Thanks to The Perilous Dreamer's encouragement here, I'm writing this up. To make magic another thing in the world, so it's not so all-or-nothing (FM has no magic, MU has tons), something like this: Some people (30%?) have a natural ability to work low-powered magic. The ability must (usually) be encouraged / helped to develop by a parent or other "mentor." This is completely separate from divine magic or spell book magic (maybe cannot even be detected), and can occur in people in any walk of life: prince, stonemason, dairymaid, whoever. Often the natural ability will be pushed into some form connected to the daily activities of this person. We are talking low-powered but sometimes definitely useful magic here. Examples: - light tiny fires for a few seconds on one's fingertips
- speak to animals for a few seconds, very simple requests or deals intelligible to the animal
- levitate for a few seconds
- pass through a thin bit of solid matter
- eat or drink a tiny amount of something inedible to humans (grass, rotten food, foul water)

Seems to me that I have read this in something or other - fiction I think, or just some offhand comments or something, but the whole thing of someone having a real green thumb and the plants just grow better for them as they "boost" the plants by just being around them, which could be a low level magic that infuses a little extra energy into anything the person focuses on.

I like this notion and it fits. Although I was thinking of stuff that's more obvious, as above, but there's no reason what you describe couldn't also be in the mix.

I think both, plus more, I think this is a pretty untapped well.

The trouble is you don't want to spoil magic by making it too all over the place, everyone has a magical effect. But it could give a touch of variety and flavor to the usual "Vancian" magic, I think. Worth thinking about some. People can do all kinds of things. If magic works, why not a little magic for at least some people without special training.
