I sent a query to the Advanced Dungeons and Dragons group on Facebook, and so far the replies have indicated that anywhere between 10% and 35% of a population are "fighting age males". (Note that since this is fantasy, there is nothing to prevent certain realms from having "fighting age females", too!)
At present, I am thinking of a baseline of 10% of the population as the number that can be used in offensive warfare, and a baseline of 20% of the population as the number that can be used in defensive warfare.
Also, I am reading the article in Dragon #125, called "Armies from the Ground Up".
Of course, many things can and will modify the 10/20 guideline. Nations such as Finmark and Helvetia may have standing armies of greater size, for example. Sparta is rumored to have a standing army of 35% of the realm. (Note that numbers should never exceed 50/50). A realm in a state of anarchy will only be able to field a fraction of the 10/20 guideline, if they are able to field anything at all.
Two factors that will influence the 10/20 are: * foreign policy * tax rates
I'll try to post further details as time goes on: input on this issue is most welcome!
