Rule Zero/DM Fiat -
1. there is no rule so I will create one, if it works, cool. If it doesn't work, I will fix it. 2. I want to run a world that has this vibe, I tweak the rules to provide that vibe. 3. I want to run a space based game with OD&D, so I change the rules to suit the genre.

I've often speculated about #3 but never done anything with it.

That is the way I see it too. People who try to argue that DM Fiat and Rule Zero are completely different things are in their own little world.
