Elves can be Fighting-Men and Magic-Users. They do not have to switch back and forth each adventure but are always both. However, elves cannot can spells while wearing mundane armor or while wearing magic armor, except where the magic armor is of Elven manufacture.
So to cast spells an elf must be wearing no armor unless it is of Elven manufacture. Thus elves are passionate about gaining Elven Magic Armor.
So in either no armor or Elven Magic Armor an elf could shoot a bow on round 1, cast a spell on round two, and then either cast another spell or shoot the bow on round three.

Everything tracks together until you reach 4th level as a Fighting-Man and Magic-User at 18,000 XP after that you just follow the Magic-User XP and would reach 5th level Magic-User at 20,000 XP total. So you progress slowly for both, but once you pass 4th level, it is just as though, you were never slowed at all.
