I had an epiphany based on the origins of the cleric class, that normal folks of the proper religious constitution ought to be able to hold the undead at bay. Not turn or destroy them like a cleric can, but just hold them off with a mirror or a cross. Here is the rule I wrote. What do you think? Turning Undead: Clerics have the powerful ability to Turn Undead away by channeling holy power. Undead are animated, formerly-living constructs like skeletons and zombies. As the Cleric gains experience levels, he will be able to turn away more-powerful kinds of undead and even dissolve them away with the merest gesture.
Clerics require some object of significance like a mirror, a cross or other holy symbol to use their Turn Undead ability; but the power to do it resides within them, not within the object.
Other kinds of people can hold undead at-bay, but never Turn them like a Cleric. A true believer with a Holy Relic can throw against the Turn Undead as a Cleric of half his own character level rounded up; but those undead are only held at bay, and not turned or destroyed.

That is pretty nifty and if you use a lot of undead, I sometimes do that, it is something that the players will appreciate even though it is not really that powerful unless your players reach higher levels than most of us get to play to.

There is precedent for your interpretation in the RAW without the appeal to level or dice. "Vampires cannot abide the smell of garlic, the face of a mirror, or the sight of cross. They will fall back from these if strongly presented" (10 M&T). Further, paraphrasing, Holy symbols cause a vampire to recoil and remain at bay until the symbol can be removed by a servant or the monster may somehow position itself between the symbol and the bearer (99 MM). Like your account, the undead are not driven off.
Should one be loath to use adventuring or PC clerics, normal men may take the role of a non-adventuring cleric (monk, priest, prophet etc.) and turn undead as a PC cleric at whatever level you deem fit for the campaign. There is precedent for the the latter convention as it can be found in the description of the snow witches in Deities and Demigods.

It works for vampires.
I never heard of a zombie or ghoul being repulsed by a cross or religious symbol.
As a referee, I am always delighted when players make that mistake.

A big bag of salt should harm a zombie. And oozes and puddings. Maybe there's something that can fight every kind of undead. Rosewater for mummies, holy water for any of them, I don't know.
That would be good information for characters to get from a sage: how does a normal type fight monster X?

Mummies of the Egyptian type can be turned by throwing a cat at them, if the PC is at least a 3rd level Brandon Fraser.

A first level Adam West equals a 12th level Brandon Fraser, and can turn anything.

That would be good information for characters to get from a sage: how does a normal type fight monster X? I am adopting this for my ToEE game, even though Im using Savage Worlds formthe rules

How about a concoction to repel stirges? Maybe something brewed from lavender, cinnamon oil, mint, and citronella...

What would repel a stirge? Maybe the smell of sick blood. What would make the blood sick? The over-abundance of a bodily humour. Perhaps a tincture of black bile smeared on your exposed skin, or on your shield?
