Instead of Vancian memorization of spells do this instead.
First you go through and divide the spells into 12 levels. 1st Level M-Us get 1st level spells, 2nd Level M-Us get 2nd Level Spells and so on. The goal being to make the power level of each group of spells more appropriate for the M-Us Level. You would also adjust the number of spell slots at each level. I suggest starting with the 1st Level M-Us getting three spell slots.
You can freely pick any spells you have in your spell books and cast it for as many spell slots as you have, but you roll on the following table 2d6. Also, for example, if you have two second level spell slots, you can choose to cast four first level spells instead.
On the following table adjust the 2d6 roll by adding the caster level/2 rounded down.
2d6 Roll Plus Adjustment (for first level the adjustment is zero or 1/2 rounded down to zero)
2d6 Roll Plus Adjustment (for first level the adjustment is zero or 1/2 rounded down to zero) Roll Result 2 Auto Failure - M-U is stunned for 1 rounds 3 Auto Failure - M-U is stunned for 1 rounds 4 Auto Failure 5 Auto Failure 6 Spell is cast 2 rounds from now 7 Spell is cast next round 8 Spell is cast next round 9 Spell is cast this round 10 Spell is cast this round 11 Spell is cast this round 12 Spell is cast this round and its effects are doubled 12+ Spell is cast this round and its effects are doubled, no saving throw applies and if it requires a roll to hit, it becomes an automatic hit.

That is pretty cool, I think that would be a good alternative, have you play tested it, do you know how it works in play? I agree that more spell slots is needed to help adjust for the high chance of failure or a round or two delay in when the spell goes off.
