Which part of the game mechanics are you most concerned with and that you think sets the flavor of the game the most?

I think Character Creation affects the tone of the game the most, because it is what IMO sets the boundaries of imagination for the game, more than any other part.

I voted for the Implied setting, but that can be your Homebrew Implied setting, not necessarily the default. But to me the real answer would be all of the above.

I think the Magic System has a huge influence on a campaign. It largely defines what is and is not possible in the world.

I want to say Implied Setting, however my experience as a player and GM contradict this. Frankly, I think character creation, Combat, and Magic affect the tone of a game in that sequence. This is my experience, if I or my players have to spend five minutes to roll and create a character they tend to be less attached to that character (I'm not implying that one can not grow attached to a quickly generated character) than if they have to make a series of choices that take an hour or more for one character. Then fast PC generation games may make combat much faster (and frequently more deadly), and games that "build" a PC tend to have longer, more involved, less lethal combats (usually). Because I don't want to tell someone that just spent an hour making a PC that the PC is dead in one minute. Magic tends to be less powerful in fast PC generation games, a) because it usually has a large effect on combat and survival, and b) because choice of spells cannot take as much time (when you only get to choose one spell, or roll it's faster). I'm not making a value judgement, sometimes I really want to build a superhero or some other character from scratch, and sometimes I really just handout pre-generated PCs and FKR the game. Know how the time invested affects your play and your players.
