While I was originally thinking about just revising the HQ cards, they might be better as Q cards in some cases. Partially because they can be destroyed, and partially because they could be used by any player of that empire, not limited to the HQ choice.

23 Argonian Sector HQ - Argonian Research Fleet - As a Reaction, you may discard any card to perform an emergency hull rotation. If the discarded card is Strength 1-5, ignore 1 damage from a volley. If the discarded card is Strength 6-9, ignore 2 damage from a volley. If the discarded card is Strength 10, ignore 5 damage from a volley. If the discarded card is an Argonian card (Ship, Tech, etc.) increase the ignored damage by an additional 2 points. (This HQ can only sustain 23 points of damage before being destroyed)

25 Bolaar Sector HQ - Plundering Party Cards with Pirate in the title can be swapped into your Reserve Fleet as if they were 2 points stronger (to a maximum of 10).

Just to be clear, you mean HQ cards that have abilities of some kind(good Idea) or Q cards specific races(bad idea). just to be clear Potentially both. I'll get some examples made so that you can see what I'm thinking. I'm just making all of them as entries so that I can go back and edit them later.

Krebiz Capitalist Alliance
The Krebiz just stink. Their later ships tried to fix their problems, but... they're still pretty under-whelming. These HQ ideas might make them playable. Unlike some of the other Empire HQ ideas, both of these might make sense together... but that might make them a bit TOO good. Still, it's worth trying 26 Krebiz Sector HQ - Krebiz StarfleetWhen swapping a Capsule into or from your Reserve Fleet, it can count up to 2 Strength higher or lower. You may have up to 2 additional cards in your Reserve Fleet. (This Sector HQ can sustain 26 points of damage before being destroyed) 25 Krebiz Sector HQ - Krebiz Outer TerritoriesYour ships without Capsules have <> <> (two shields). When you play a Capsule to a ship without a Capsule attached, any damage to its shields remains. You may play S1 Capsules as R/S1.

25 Noble Sector HQ - Noble Amassed Fleet When defending this Sector HQ, generic ships may be used to support minor empire ships for deck stocking purposes.
25 Noble Sector HQ - Noble Reclaimed Space When defending this Sector HQ, P.O.T. cards may be stocked as minor. Generic ships may support P.O.T. ships.
Card ideas: 25 Noble Sector HQ - Noble Unfathomable Fleet When defending this Sector HQ, generic ships may be used to support minor empire ships for deck stocking purposes. Your Nobles are considered 2 Strength points higher (to a maximum of 10) when defending against attacks from Crew cards. You may not stock non-Noble Crew of Strength greater than 5 in your deck.

In general I like where you are going Def not into making a whole bunch of Q cards Empire specific. For ideas you might want to look at Legond Of The Five Rings CCG. As in too powerful... or more like "why waste ideas on such a sucky empire?" LOL As far as making HQ cards vs. Q cards... I suppose they could be more like the empire-specific 'rules cards' that came out later... but I like the idea of having to choose to play them vs. something else. Choices are good.

From the rules: Optional Rule: Since the Corporate Pirates predate the Allied Forces rules addition, rather than giving Corporate Pirates "access to all corporate technology, abilities, etc." treat them as Allied - Corporate. This will slightly limit the Corporate cards they may use, but will allow Corporate decks to stock more Corporate Pirate cards.

Yes, because Corporate Pirates weren't printed until after rules 1.0. Also, there is no Corporate Pirates HQ. -------- I decided to fix/change the Pirate HQ. It should jive with the rules better now. mao

Antimatter Pellets can be "Research Loaded," with each point being assigned a Heavy Weapons Point AND a Research Point. Research Loaded shots do double damage to M cards. (This Sector HQ can sustain 27 points of damage before being destroyed)
