Can't all S1 Patrol Ships be played without a card play, since they are Strength 1?

I realized how awesome it was and managed to get 8. It's big claim to fame was I had 6 out and they were all shootinat BFs fleet. He used a Spontanius Combustion and destroyed all of them. B phase I put all 6 back into play. he he he.....
