This is a rule that allows you to take 1 card per player from your deck and put them face up on the right side of your active fleet. You may swap out a card of eaqual or higher st to a card in your hand. This takes one of your 3 card plays only on your turn during Card Play phase A or B.
We play w a 6 card reserve fleet regardless of how many players are in the game. This allows you to use many kinds of decks as you can put any cards you need, allows for a lot of flexibility and diversity of decks.

The concept of REserve fleet is unique to GE. There is so much you can do w this. With my local groups flat 6 card reserve has a ton of possabilities. I can put enuff in it to make a mediocre deck incredably powerfu. An example of this is My Argonian deck" All Pak deck. By manipu;ating the reserve I am able to launch a kiler Paktadon S7 Battle cruser along w the Pakktadon Terrain 9 that gives it the ability to make multiple attacks on the same target(a thing that the basic rules forbids) I tgets around 85% of the defence cards that are carried standardly.
