What do I want to have ready in a system where the players don't need to know anything, but I have at least some idea of how to resolve what's likely to come up? What is my bare-bones, and I mean these bones are bleached to the shiniest white you ever saw, system?
First of all, what do I need for it? Not how do I reskin an existing system, but what do I need the system to be useful for?

I'm not going to think about combat for now.
I want the base system to at least have enough to roll against to prevent everything from being DM or player fiat. And not too much more than that.
And I want an invisible (fairy-based, I guess) magic system that may be purely behind the scenes, but I want it to be there.

Adjustments can be made if you want to include modifiers for experience, training, etc.
