In areas near the edge of human civilization, where magic is strong but untaught, there is a noteworthy phenomenon in some established families. A personal item may, over several generations, become imbued with magic despite the total absence of trained wizards in the family and lack of magical attention paid to the object. A signet ring, a bone comb, a necklace.
It is suspected that latent magic in the area is somehow slowly harnessed by multiple generations through shared activities and emotional focus.
The Hapgood Ring
This ring is a bit gaudy by contemporary standards. A golden setting flecked with spots of white holds a pale green gem. It is known that the ring was a gift, about a hundred years ago, to a second son who took the respectable path of local fishmaster. The ring has since become the family ring. 17 years ago, the current head of the family and owner of the ring spent a night on a small rowboat in the middle of the lake that feeds so many locals. His intent was unknown, but what is known is that the sickness that had been killing the fish passed and the strain on local food resources was undone and even reversed for a time. There are a few other stories, more recent, but the details are confused.

That is a great idea and it fits perfectly with my idea that some items start weak and grow more powerful as they are used, this just takes the idea another step further. Have an Exalt!

This yellow-white comb with coarse teeth looks like it was intended for someone with fairy thick and wavy hair. The comb feels aged but not brittle.
It has been passed down casually in the female line for several generations at least. The comb is fairly good at easing through tangles, but does not seem to be magical in this regard.
It is unknown who is aware of the comb's present properties. The owner, after a week or so of becoming attuned to the comb through use, receives a significant boost to physical beauty. Whether this is reflected in CHA is up to the ref. The beauty does not ascend to the level of a curse, but does become truly remarkable after some months. The owner always seems put together and needs little time to look appropriate for nearly any situation.

I would like to make some items like this in my setting. They may come to be enchanted in the same sense some religious relics are, through the repeated deeds and convictions of their owners (for instance, unwavering dedication to feeding the village via the lake, or through the attention to the beauty of the ladies of a certain bloodline).
It is unsure exactly what would cause this. Perhaps a bit of the original user's spirit our soul is bound to the item, a bit like a haunting; perhaps the item is constructed with a touch of raw vis that bonds some Chaos into the order of an object; perhaps they come into contact with the right conditions at the right moment that cause magic to happen in the first place. Regardless, each is a very particular and personal piece of magic that is associated with the story of how it came to be.

A variation on this idea is that it doesn't require generations, but perhaps can involve multiple people who are alive at the same time at moments of great import. A kind of magical gravity well around the object might cause it to go from normal object to mini-artifact relatively quickly.
