Ok The best way to play in a group is for only one person to make the decks. The reason for this is that it gets around the idea of somebody spending a lot of money and overpowering everyone. Plus if somebody wants to play his own cards, playing group games gets around the power creep, so if the deck is very powerful everybody can gang up on them. In just about all our card playing, it's not a good idea to have a very powerful deck(really only had a problem w one guy. . Since you are building them, a lot of the deck building rules can be ignored. The main one you can change them is the max of 4 of a single kind of card. . Collections of commons/uncommons can be pretty cheap and just about all sellers have them. Another thing you can get is starter collections from FLGS'. For about $50 or so you can have enuf cards for a big group.
