The boots allow the wearer to cross seven leagues in one step, but also generate a whole set of experiences for the journey. People in villages may remember the wearer passing through or even talking to them. The wearer remembers none of this. XP could be gained. Even death could occur.

I suppose that either the time actually elapses, or there's some kind of time dysfunction, or the ref handles it however.
