Should Gnomes Be Treated as a sub-race of Dwarves?

Should Gnomes be treated as a sub-race of Dwarves or as a unique creatures with real differences from Dwarves?

I treat them as unique creatures with real differences from Dwarves. Dwarves are heavy muscled, thick and stocky. Gnomes are muscular, but much thinner and leaner in appearance. Dwarves beards vary in color due to age, but Gnomes always have white beards regardless of age. Dwarven women have beards, Gnomish women do not.

Dwarves have low fertility and deaths are a huge blow to the community. Gnomes have more normal levels of fertility and are more apt to go adventuring than Dwarves.
