The focus of this world is on small unit combat w a PC controlling about 100 soldiers and specialists. The action will all be in the underdark as intrepid Warlords go deep to route out evil where it dwells. My inspiration for this is the card game "Legend of the 5 Rings". In it samurai battle on a clan level battles, basically creating war bands of about 100 soldiers. Some of the follower cards are good for this.

Vampire Lords gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=249979The Vampire Lords are about as disorganized as a society can be and still have some cohesion. Dispite this, they are the dominate force in the Underdark. The cooperation between the Lords is limited to buying and selling troops and intelegance, other than these 2 facts , very little else is done. Individual Lords usually have about 3-18 vampire minions that are basically slaves without freewill(as vampire but 3 HD)but capable of carrying out very simple commands and another 30 plus 3d20 1 hd minions.(usually Underdark Wolves.

Underdark Wolves gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=262872While these are commonly encountered under the command of The Vampire Lords, they none the less can be encountered w any of the Underdark Warlords, even the PCs if you so desire. They are standard wolves , other than increased Intelligence(3-5 IQ) a single HD and darkvision.

Remember: This is not a wargame, it is an RPG, so you are making challenging encounters not trying to win.

Dwarves A common sight in the underdark. Bands of dwarves have about 2 reasons to be out of their strongholds: Raids and Greed, most commonly greed. These bands will tend to neutral alignment as the good cousins ar more interested in the general well being of their stronghold but good treasure seekers are seen.
Raiders will not be interested in anything but their goal but will hit very easy treasure hoard. They are unlikely to help other warbands unless their goals are similar. They will try and recruit other good aligned groups to their cause and will sometimes offer money and goods.
Treeasure seekers ar of a wild variety. they can be well organized with great discipline of a chaotic bunch of individuals. If the PCs are weak looking they will attack.
They force will most likely be led by a core of experianced plate equiped warior of level 2-3. Unarmoured scouts called "Runners" will often lead the way. Unusually minotaurs will often be found w treasure seekers and is a good indication of a chaotic Neutral band. They are all fond of dogs, prized for their loyalty.

Gnoll and Human Slavers
Gnoll Slavers will tend to be well equipped and led with other humanoids such as goblins, ogres and bugbears serving them. Minotaurs don't like gnolls so they are early encountered with them. They wiil be shy of powerful foes but might follow to attack once their prey is engaged. They tend to have very good relations with drow nd very good relations w mind flyers.Very deadly.
Human slavers tend to be more reasonable preferring to talk rather than fight(they are businessmen first. Tending to be very well equipped, They will sell slaves or buy slaves. They will attack if it looks easy.
