Greyhawk assigns alignments to the different realms. One can do the same to the realms of Aerth.
These society alignments represent a general tendency, and, individuals can and do deviate from the norm.
As well, most people tend to be agathocacological: or, basically neutral.
Each aspect of alignment can be represented on a 5 point scale. Let's use LE as an example. 1 is close to N, 5 is far from N.

So, a LE society may be L1E1, or, 2 steps away from Neutral.
A devil, on the other hand, might be L4E4, or, L5E5.
Societies will tend towards N5N5, if they are not already N1-5N1-5.
All of this is based on GREYHAWK ADVENTURES, page 117: that, in turn, is based on the Character Alignment Graph, PLAYERS HANDBOOK, page 119. All references are to 1st Edition sources, unless otherwise noted. Now, the 2nd. Ed. DUNGEON MASTERS GUIDE discusses Society Alignment on page 25. It's tempting to go ahead and just randomly assign alignments to all of the realms of Aerth, and, in fact, I might do so, one day. For example, a LE Egyptian Pantheon nation might be dominated by the cult of Set, in AD&D terms. (In the real-world, he was the god of Upper Egypt).
Again, it's important to stress that most folk will tend towards Neutrality, even if they are not of the Neutral alignment.
Extremes of alignment are generally found in individuals, and, beings from the Outer Planes.
