Ghouls are fast moving and seem to be somewhat intelligent and if they kill you, you become one.

If you look at undead in chainmail it appears that "paralysis" was something that undead creatures did by causing fear - elves and heroes are immune - and this goes back to the lord of the rings where the hobbits are paralysed in fear at the sight of barrow wight.
I find spells/abilities that force the characters to flee to be no fun, so paralysis is a scary alternative for showing the effects of fear. Hirelings can drop their weapons and flee the undead, but players and leveled henchmen get to save vs paralysis. Paralysis is probably less lethal than fleeing blindly and randomly through a pitch black labrinth full of wandering monsters and traps anyhow.
I kind of like the idea of any undead with more HD than the characters causing a save vs fear (paralysis) type effect.
