Vile Traveller's first Holmes Clone is the same as Holmes and covers the first three levels. AFAIK everything else goes considerably past 7th level. Some of the clones are available in word documents, so you could just edit to suit yourself.

Here is a link to a "OSR" listing. it also includes links to clones of various other D&D editions, games that are "Old School" in flavor or based on other Old School RPGs. A few links go directly to (I'll assume legal) PDFs, but the rest go to places like Blogs & online shops. Grey Six goes from 1-6 & is a free PDF linked in the listing. Holmes 77 goes from 1-9 & also has a free PDF linked in the listing. Delving Deeper goes from 1-12 but can be found at Immersive Ink forums. The Siege Perilous is a fan creation linked here. It goes from 1-10. Each of these gives it's own flavor mao.

Each of these gives it's own flavor mao In the Ye Olde School Links and Resources forum, PD has his own set of threads for tons of stuff including Ye Olde School List of Retro Games; Clones, Retro Clones, Emulations and What Have You and PD started these threads over at ODD74 back on Sep 5, 2011 at 12:15am. That link you listed came along two plus years later, I'm sure that he built that list from scratch though.

Yeah I gave the link that I knew of that had OSR games that had RPGs with character from 1-12 max levels for Mao.

Old thread so you probably found something you liked a long time ago, but posting this here for posterity.
I believe that Swords & Wizardry: Continual Light goes from levels 1-7 exactly. I have the normal S&W light which goes to level 3 and has these really cool character cards, and that's my go-to "Holmesian" one shot D&D rules. Continual Light is a slight expansion on that concept with a few more character options. It plays like a slightly stripped down OD&D that focuses more on small parties and cuts off before Domain style play. So, maybe a perfect match for the OP's criteria, perhaps?
