Playing competent NPCs that don't interfere with play but still enhance it is a difficult thing to do, but I think that they definitely enhance the world.

Playing the NPCs is one of the great rewards of being the Ref. I try to mix it up. NPCs - which includes all monsters are a mixture of the competent, the incompetent and the majority in between. Leaders of monsters could be any of the three from Tucker to one of the three Stooges.
