A while ago I had a little epiphany. The vast majority of RPG rules have an interesting feature.By having an escalating war between AC of monsters and to hit of PCs, so I decided to do away with increasing the to hit numbers of the PCs. The ACs are pretty much set in stone and the PCs never advance in to hit. The big difference it makes is orcs and goblins are always a threat. To hit bonus are hard to come by. It all boils down to a sweet spot on the die rolls that never change. Its worked out nicely in actual play for the last 2 years or so.

That's interesting. Some of the, er, modern retroclones have similar rules. DCC (I think?) Says only Fighting-Men advance in attack rank. 5e has a very slow advancement in both AC and attack rank, so a level 6 guy isn't all that much better than a level 1 guy (but he does have more hit points)
You have hit upon an interesting and I think valuable paradigm shift.
Here's a corollary though: how do saves change? how do spell attacks work? do people get harder to hit with spells at the same rate as before, or are they better or worse? One of the reasons that a level 9 wizard is considered more powerful than a level 9 fighting man is that the wizard basically autohits with a lot of BIG spells in comparison with the fighter - that is, it's much harder to save vs a spell than it is to avoid a sword blow.

I am not going to use standard saves and my rules top out at 5th(sort of weakly advance in low power prestige classes). link
