Ok I really wish I could give credit to the guy that came up with this idea. It was on EN World. I lost my account and "bookmarks" on the site when my email got hacked. I know the thread wasn't very popular and only the OP and I were really interested in the idea.
The idea is that you have action based encounters that are defeated by skill checks NOT hack and spell. I've used these with a great deal of success but they are very hard to come up with. some examples.
A library where the books come alive like a swarm and attack. The players use spellcraft to sever the connection to their mystical energies and athletics to wear the books out.
Magnetic boulders where they are defeated in a similar way
a huge number of sage/cultists that are defeated by religion and the above(I set this in a giant cave complex where the religion checks resulted in suicide)
How much you make your skill checks by = the "hp" damage to the encounter
OSR can do this by substituting ability checks

My fav was magnetic boulders that you jumped out of the way and make them collide.(DX saves, d20 roll less than and how much you make it by is Hit point damage). Sorry I dont know where on EN it was, plus it was a long time ago I lost the bookmark.

I found this thread Non-Combat Encounters & Skill Challenges using a Google Search and this is from the excel sheet download But I did not find a mention of magnetic boulders. So I am not sure this is the thread, but similar.

I am not sure that I understand this, even with the examples. It seems to me that you can do all the non-combat stuff without having skills. What am I missing?

I think I get what you're going for. Basically, it's the 4E Skill Challenge system but instead of skills you want to use ability checks to overcome the challenge, right?
I think a cool way to do this would be to attach a timer to it. Use a small hourglass from a board game or just set a timer for 20 seconds, for example. That's how long the player has to roll a success. They you could also use difficulty levels for the challenge. We'll just say easy, medium, and hard for this example. An easy challenge would require rolling 1 success in 20 seconds, while medium would require 2 successes, and hard would require 3 successes. You could even have multiple characters working on some challenges. For example, a really heavy gate could be coming down but to hold it open would require more than the strength of one character. You could have two characters rolling against strength to maintain holding the gate open. Just a few quick thoughts but I think the idea is clear. [all numbers and times in the above example are only used for illustrative purposes.]

This was desigined for 4th ed. but I have taken it in a radical direction using HP insdead of difficulty. The event would have a HP total that the pc's would effect on a case by case basis by making rolles on a d20 vrs their stat. I'm not sure that a d20 roll would work for OD&D so something dif might need to used as later ed's stats are def higher. So for example you are a fighter and you are fighting the magnetic boulders, you might be challanged to roll vrs your strength as you wreastle them from the sky, how much you make the roll by is how much damage you do. 95% of these hazards would have a group total of hp, The pc's would be told that they are entering a skill challange. Spell casting would have to be judged on a case by case basi, IE: a caster could use Magic missle on the boulders but not sleep, for the most part the damage on spells would have to be increaced vrs these threats. That is pretty much all I have, other than a hand full of other examples as these are really hard for me to come up with. The Semi-Retired GamerThoughts?
