Idea: make classes correspond to functions in folktales (like Vladimir Propp), not recognizable character types. NOT Prince Charming, Cinderella, Maiden Fair, but... villain, dispatcher, helper, princess, donor, hero, false hero (Propp's list) find a way (reduced level system? correspondences to the world-types?) to make NPCs work in this paradigm, then re-skin them for each setting or game... continue thinking, then attempt.

5 levels of "fairy tale characterness"?
hidden from players and PCs, they will see only the surface
but they may feel the "inner being," the function, of the character
Naturally none of this would be new to storytelling or improving NPCs or reffing. This would only be a system as an imaginative aid.

Villain Hero (Princess) Helper
Maybe that's enough for a start. No need to get too busy now, can always elaborate later.
Hero is the protagonist of the story. Villain creates trouble, helper aids hero.
(This is not a schematic for railroad stories for PCs)

Starting with Villain and Helper. Uncertain whether Princess or Hero should be the other one. Maybe Hero is better left undefined.
Consider the levels, and don't make it too fine-grained. Three seems reasonable.
Villain 1 — glares at hero, creates minor social challenges 2 — immediate threat when encountered, perpetual problems 3 — larger than life, actively observes hero and manipulates events at a distance to destroy him
These should not be conflated with "power levels." They should be degrees of "villainy."
