That looks like loads of fun and it seems appropriate that a medium level beneath name level might represent sufficient reputation to warrant lower tiers of domain influence. I would not give experience for any of the rewards and whatnot, however - they are intrinsically their own reward and garnering them via dicing on a table is not meritorious of XP. Now, if you couple career opportunities with roleplaying around obtaining the opportunity, XP would be more justifiable. That's the way I'd roll with it, anyway, but it's not the only or best way (except for my table).
My current players are running through Lamentations of the Flame Princess's "Better than Any Man" (B/X clone, but there is an application). The party leader, now a 2nd-level M-U, has gotten a bee in his bonnet about taking over this isolated tower in Bavaria and making it a "proper wizard's tower with a library and all that". The PCs have hired a mess of retainers, are building a chapel and cemetery (for the dead they made!), and generally carving out their own mini fief. It sure is gonna be a rueful day when the invading Swedish army makes its way to the tower...
Point being, if you are clever or at least ballsy, even low-level types can *attempt* to set up their own domain. Success is a whole other matter...

A fun, clear, and more than maybe usable post.
The "Fabulous Prizes Chart" and "Advancement Chart" are particularly good. I might even reskin those for my own use.
People who like chart-based town fun should check that link in the OP out.
