I think it may be a blog. It should be a modern creation. The Alexandrian is Justin Alexander's blog and he is the author of that document and it does contains quite a few Arneson ideas in it. It says it is version 4, but not sure when he started on the 1st version of it. My guess is that it is not more than 5 or 6 years old at the oldest.

Did you all see this note in these rulesThoughts? I am not any kind of combat wizard, but this sounds like a significant "utility-boost" for spellcasters, if I understand right. I like it, or I think I do.
