One is generally the max number of PCs I let a player play at any given time, although in rare instances I let the players play more, like if the party is unusually small. The maximum number of hirelings they may have depends upon charisma,and the maximum number of henchmen depends on the level of the character, with 1 @ 8th level, adding one for every level above that until level twenty (so, a dozen, total, who work for the leader no pay, but for the honor of being with such a well known leader.

How many can they run and still keep up with the game and not forget important things. For most people that is one character and a couple of henchman or several hirelings. IME few people can do justice to two or more characters, players who also DM are the main exceptions.

Inexperienced one PC and that's it. Experienced players as many as they can handle, ref decides if they are handling them or not.

Inexperienced players - one PC and maybe one henchman. Experienced (good) players one PC in a game session, although they might have 10 lurking and waiting for a turn to play. I let experienced players run up to 10 henchman, sometimes more depending on what is going on.

All players one PC at a time, and only experienced players get to run henchman (i.e. get about 20 hours of gaming under your belt) but referee has veto power on what you have the henchman do. I.E no meat shields, that leads to a bad reputation.

Players can have multiple PCs, can only use one at a time, I require you to play in two games before I let you run henchman. Someone that doesn't know what they are doing really slows the game down. So demonstrate some competence first.

All players only get one PC per game session. Experienced players get to run as many hirelings as they can afford(within reason, referees choice).

Since I play solo, I go with "Experienced Players As many PCs and as many henchmen as they want."

Experienced players can have one PC and up to three henchman/hirelings most of the time just because it is tough for a player to manage too many things well. Newbies get one PC and that is all for a few games.
