first roll initiative ,d12 + your Dex Initiative is rerolled when a normal fight starts as the players go through the dungeon The phasing player(PP) rotates in Initiative order w the secondary char being the next char in initiative order The phasing player makes all decisions for the group, which mostly concerns the secondary char. Each melee round is broken up into 3 phases The first phase the encounter area goes first followed by the phasing player and then the secondary char The second phase, the phasing player goes first, as well as for the secondary char. Phasing players may take any of the following actions
Interact > manipulating some part of the encounter area(EA) Move> the entire party moves Attack> only one attck per turn is allowed Cast spell, cantrips take one phase, 1st lev take 2 phases, 2nd Level take 3 phases Observe> get a more in depth view of EA Secondary Char(SC) may only take the Cast or observe actions
This is my first try at this, opinion time Keep in mind that you run this at lightning speed

I still would like input on this but it seems sound to me on second read. Is there any particular reason the Dungeon always acts first? Maybe you could have the Dungeon always have an assumed roll of 12 (on the 1D12) every turn but the Dungeon rolls to determine the DEX score for that round?

Yes,the reason being that in order to reduce the number of dice rolls to a minimum, to facilitate speed
