Yup. It exists. And if nothing exemplifies the idea that--what you want, for your campaign/world is okay, and--this is possible...consider the following;
Dungeons & Dragons, Supplement I, GREYHAWK, p.46
Sword of Cold: In addition to the bonus shown vs. creatures of fiery origin, the weapon scores triple damage whenever a 20 is rolled. It is able to dispell (sic) a Wall of Fire and gives its user the same protection as a Ring of Fire Resistance.
I'm going to assume the latter 2 functions are continuous while the item is being held. But that's just me.
Imagine including this item in a basic game where all attacks do 1 six sided die of damage. The SoC potentially inflicts 3-18 at one in 20 odds. Not too shabby.
This is but another reason I like the supplements so much; they showed us so many examples where you the referee are free to follow and do your own thing. That rocks.
