Hydrographic Percentage 9 - Almost 90% of the surface of Vandor is covered in deep oceans. Most settlements except the Garamonde downport are floating habitats, capable of submerging fully to escape the rare but destructive storms which sometimes ravage the surface.
Population Size 4 - According to the latest census, 43,207 persons can claim Vandor citizenship, about half of whom actually reside on offworld territories in the 0209 Teal system.
Government Type 4 - As a representative democracy, executive power is vested in the Council of Vandor.
Law Level 2 - Wepon restrictions on Vandor are quite lax, with only portable energy weapons attracting police attention.
Technological Index C (12) - Vandor has a slight edge on Teal in technology, a fact which the Council often points to when conspiracy theories arise due to their side's streak of luck in winning the periodic ritual duels which are fought in lieu of wars of territorial acquisition. This also allows Vandor to maintain its scout base, supplied with imported starships upgraded to paramilitary standards.
Notes - Vandor is one half of the Teal-Vandor confederacy, consisting of the two titular star systems and the neutral joint colony of Xenon, which serves as the battleground for the periodic combats of champions and little else. The confederation sees this form of conflict resolution as supremely civilised, and ensures that all citizens are aware of the full horror of life-or-death struggle through sensory transmission of the fighters' experiences. There are those, of course, who simply see it as an opportunity for vicarious thrills.
