From the wikipedia page I would say "in a similar vein to." There is no indication that anyone involved even knows that Doc Savage exists.

Well Wikipedia isn't all that accurate all the time, just saying ;-) I can see at least some inspiration. If nothing else the movie has an "all star" cast. Kind of surprised it flew under PD's and SRG's respective radars considering your mutual affinity for oddball movies.

I have never heard of that movie before this thread, I don't ever remember hearing about it before, seeing it advertised or anything. Plus I had just moved from Cleveland to Indianapolis that year and I was on the road all the time for my job everyday, do so I missed a lot of stuff during the early to mid 80s.
