We seem to have overflown somebody with radar and disappeared when we dropped to avoid detection

The chaff acts as shrapnel against personnel on the ground, or against missiles flying through it, and it also acts to scatter laser beams. It acts as "smoke" to hinder accurate targeting when between your ship and the sensors of whoever is shooting at you as long as it stays between you and them.
If the Boat had a caster (takes 1 ton for the turret/rack) with some canisters (100 lb/50 kg) aboard, it could do the trick, but the ship is too far away to lob one over there. Sorry! OOC: Does a sandcaster for the launch really need a turret mount? The only time we're likely to need it is while being chased, so a launch rail/tube pointing directly astern should do us just fine. It could be attached to the overhead between the seating rows on hydraulic pistons. Normally stowed flush against the overhead, when needed it could be lowered until it's in line with the stern manual hatch, which could then be locked open (like a sailing ship's gunport). This would not only be cheaper, but it would avoid any risk to the hull's structural integrity.

Ekhunoz gets in the turret as instructed earlier and brings up passive sensors and will slowly attempt to learn how to power the lasers.
Then physically check that the chaff tube is loaded.

What you're talking about is a "Stern Chaser" from the Age of Sail...how appropriate! It could be done as you suggest, but the boat would be exposed to vacuum with the stern hatch open unless you had some sort of gasket to seal the opened hatch to the rail and the rail itself was vacuum tight. Some tricky engineering, I'd say, and more points of failure during operation, but it should be doable. If Peng brings this up...out loud...he might have made himself a job for the next few weeks.

He notes that the turret's controls are currently slaved to the tightbeam from Clear Sails to the boat deployed to pick up the Agent The laser is powered and ready to fire and there is a canister in the caster tube ready to go. He would have to disengage that before he could actually control firing either the laser or sand caster. He doesn't have to do that figure out how to do so, though. By the time he has it all straight in his head, the ship is already lifted and in orbit.

ETA to rendezvous with the boat is 12 minutes.
Aboard the boat, the agent says, "My name is Brown, Sam Brown. Thanks for the assist, the Romanian Empire will be most grateful, as am I."
"I request a meeting with your Captain, and Owner Aboard if there is one, as soon as we're on the ship."
The rendezvous goes without a hitch, except for more threats by radio from someone on the ground. The boat joins with the ship and those aboard can enter Clear Sails. Clear Sails is now free to head out to the 100 diameter jump limit and get out of Dodge...so to speak.

Once it is determined that the pursuit has no chance of catching or damaging the launch, Peng's concentration turns to figuring out how best to install a sternchaser sandcaster rail on the launch . . .

Preoccupied with the horrific concept of actually having to earn his keep, Peng is rather less than his usual snarky, inappropriate self on the ride up. An unfamiliar observer - such as Sam Brown - might will make the mistaken assumption that he's naturally laconic.
