I suppose it would work like a wand. Meaning that it can only be used with a specific and rare type of ink, or maybe you need to kill something for it. It basically sends a telepathic message of whatever it writes down to any player you want (or NPCs, which could make it even more funny if they botch something). If they do it in a combat round, give them exactly the amount of time a round takes in your game, give them additional time every time they continue writing with it.
How to use it: 1. Hand your player a 3x5 card and tell them to write on it. 2. Have the player declare who they're sending it to. 3. Read off the message exactly as it is written to the other player.

OOh, what about a more powerful version that lets you step out of time, but the only thing you can do is fill up the index card

No, the way I have it set up, it works in real time, which basically means if you use it during a combat you time them, otherwise it can just be written out with no time limit.

OOH> another thing you can do w this is to make them into wiz spells, I can see several versions possible, Do you want to write that up or should I?. BTW have an Exalt for inspiring me.

I'm not completely sure what you mean by: "make them into wiz spells". Perhaps extrapolate a bit?

I'm sorry, I'm still not completely sure what you're trying to get at, but if you want to do something with it, go ahead.

You core concept would make for really cool custom wizard spells, for example "Pen of Messaging L2 wizard spell. Use of this spell allows for the transmition of a message that can be written on one side of a 3x 5 index card. range 1 mile. great for scouting.

The way you had written it out, I read it as some kind of alternative to traditional spellcasting, and I had no clue how you would have planned on doing that. Yeah, that's a very cool idea.
